SUMMARY
When the mouse cursor is over a menu item, pressing arrow keys always highlight the item under mouse. This makes keyboard navigation unusable, unless I move the mouse out of the menu area.


STEPS TO REPRODUCE
1. Open Kickoff.
2. Move mouse over the "Favorites" in the left column, click.
3. Press down several times to select some other category.
4. Press right to select the right column.
5. Wait one second.
6. Press down.

OBSERVED RESULT
"Favorites" is selected.

EXPECTED RESULT
Highlight in the right column moves down.

Revert apples/kicker: fix timer in triangular mouse filter

It causes bugs with Kickoff keyboard navigation, and also impedes use in
task manager etc.
