SUMMARY
NOTE: I am using Wayland.  
When dolphin is already open in the background and is then opened via a link (e.g. clicking 'mount and open in file manager' in the removable devices popup) a new tab is added and the window remains in the background.  If 'Open new folders in tabs' is deselected then it opens a new window in the foreground, however I would expect it to open in a new tab and bring the whole window to the foreground.  


STEPS TO REPRODUCE (with Dolphin configured to use tabs)
1. Open Dolphin
2. Open another window on top.  
3. Open Dolphin via a link (e.g. 'open in file manager' from the removable devices dialog)

OBSERVED RESULT
Dolphin opens a new tab and the icon is highlighted in orange on the window switcher, but it remains in the background

EXPECTED RESULT
Either 1: A new tab would be opened and the whole window would be brought to the foreground,
or 2: There would be a toggle to switch between the two outcomes in the settings.
