STEPS TO REPRODUCE

OBSERVED RESULT
On Lenovo Flex3 laptop, Monitor with HDMI to DVI adapter does not work untill an os is up.
This is a "Frankinovo" where the display died and DIY repurposing with external monitor that only has DVI and VGA
inputs. However the laptop shows fine on a monitor that has HDMI built in input. It's fine once an OS is up boot but it is dual boot and the Grub menu does not show up.

This isn't a KDE problem as no KDE code is run during the times when the monitor is off. You'll want to report this to the Fedora folks or the Kernel folks.
