The more the percent is decreased, the more noticeable it is. EXPECTED RESULT It would scale properly when <100%. Did this used to work in a previous version?
Can reproduce on neon unstable when using a non-breeze window decoration and display scale 75%.

Can't reproduce any missing buttons in the decoration, but while testing this the Apply and Reset buttons in KScreen stopped being rendered (but was still clickable) until I set the scale to 100% again. So I'm not convinced this is a kdecoration or kwin bug.
Seems to work now, and I do recall changes with regards to scale <100 being handled
