STEPS TO REPRODUCE
1.  add a panel
2. maximize a window
3. even if transparency of panels is set on, the panel loses it

OBSERVED RESULT
Panels get the theme main color

EXPECTED RESULT
Panels should remain transparent

Windows:

ADDITIONAL INFORMATION
I also tried adding a transparency rules which only includes panels, but it doesn't work, even if set at different levels of the rules hierarchy

Can you unset all of these rules and try again? None of them will make this work properly, and may interfere with it working properly.

Are you using the "Translucent" mode, or the "Adaptive" or "Opaque" mode?
