Plasma's NetworkManager currently supports TLS-Crypt (v1) in OpenVPN but not TLS-Crypt v2. I have the same bug. Network manager trying to connect (fails ofc), when tls key not listed in TLS tab. If add tls key, then nm not try to connect.
This has been fixed in 5.27.5 (or perhaps earlier).
