Plasma's NetworkManager currently supports TLS-Crypt (v1) in OpenVPN but not TLS-Crypt v2.

Below is a link to the patch that added support for GNOME's NetworkManager in case it is helpful:

I have the same bug. Network manager trying to connect (fails ofc), when tls key not listed in TLS tab. If add tls key, then nm not try to connect.

This has been fixed in 5.27.5 (or perhaps earlier).
