When I switch users on my device, the "Send Clipboard" shortcut present in the notification drawer is got disabled. The only way to enable it again is rebooting the phone (App version, 1.19.1, haven't found it above)

STEPS TO REPRODUCE
1.  Connect your phone to your computer
2. Switch to a secondary user
3. Switch back to the main user (where Kde is installed

OBSERVED RESULT
The "Send clipboard" shortcut is disabled

EXPECTED RESULT
The "Send clipboard" shortcut remaining enabled
