Thank you for reporting. I can confirm the crash following your steps (tested with 23.08.4).
I checked with the latest master (commit 2640a1d21b). The crash is gone when doing undo with ctrl+z. But if I select an undo step and click on the clip the time-remap effect doesn’t appear in the effect stack anymore.
