STEPS TO REPRODUCE
1. Open KScreen
2.  Hover the cursor over the displayed screens to re-arrange them

OBSERVED RESULT
The cursor often changes to a window dragging cursor, making it difficult to perform the desired action.

EXPECTED RESULT
Only the screen within kscreen is dragged.

Edit: The cursor changes to a dragging cursor and the SystemSettings window is eventually dragged, making it difficult to perform the desired action.
