I also tried my parents computer that are using Kubuntu and it seems a KDE Neon 5.25 issue. My daughters computer is KDE Neon as we'll and the same issue as we'll. I did report the issue on Twitter and did not get any feedback just to let you know.
I have the same issue with up to date Neon. The problem is very recent. I just wanted to add that this menu is not the only one concerned by the problem of wrongly appearing at screen center since this update. Also concerned: - krunner - "drawers" opened from system tray icons (for instance the one opened by "more" button from the system tray, or the one from the notification icon) - the activity list Not affected: - context menus from non-plasma apps in the system tray - menus from the task manager plasma widget Other drawers or menus (like the one from the window list plasma widget) appear at the wrong place since the same update, but since their location is not at the center of the screen, it's probably off-topic.
I just updated to plasma 5.26 (Neon packages), this issue is still here.
The fix is in Frameworks 5.99, not Plasma 5.26. *** This bug has been marked as a duplicate of bug 459188 ***
