SUMMARY

Various windows which shouldn't open in the center of the screen are being forced to, including KRunner with Top position set, plasma widget pop-outs and plasma notifications.

I just confirmed that this happens with a brand new user account using default settings as well.

Can you check whether you have kwayland-integration or any package with similar name (the naming may differ based on distro package naming conventions) installed? Also, if you change the placement policy to zero-cornered, are those windows placed differently?

Looks like I do indeed have that package installed:

Installed       kwayland-integration-4:5.25.5-0xneon+20.04+focal+release+build59.amd64 (installed:user_focal-focal-main)

Interestingly, when I set the policy to zero-cornered, KRunner begins opening in the top-left corner, but the plasma panel pop-ups continue to appear in the center, rising up from the panel, and the notifications still appear in the center of the screen.

Okay, can you check whether qtwaylandclient has been updated recently and perhaps try to downgrade it? I suspect that qtwaylandclient had been updated, but due to a packaging mishap, kwayland-integration was not rebuilt.

I did run upgrades yesterday before experiencing this issue, not sure which version I upgraded _from_ though. Current installed version is 5.15.5+p20.04+tunstable+git20220909.1409-0.

Using apt to try to downgrade to version 5.15.5+p20.04+tunstable+git20220809.0847-0 gives a resolution that attempts to remove most depending KDE software and some system-critical packages (including neon-desktop), so I'm holding fire on doing that for now.
