SUMMARY

STEPS TO REPRODUCE
1. enable bluetooth
2. connect to your smartphone
3. stop your PC
4. start your PC
5 open a kde session

OBSERVED RESULT

bluetooth is disabled

EXPECTED RESULT

bluetooth is enabled

I did an experiment. I stop and start the PC.

This time bluetooth  stays enabled !

I will wait for some days to conclude

1. What is the setting set to in System Settings > Bluetooth > configure > On Login?
2. Do you have installed the openSUSE package that disables bluetooth automatically on login?

It occurs one time. Since it has never occured.
