STEPS TO REPRODUCE
1. use Wayland session
2. open Dolphin
3. select and copy a file
4. quit Dolphin by pressing ctrl+q
5. try to paste the copied file to desktop by pressing ctrl+v

OBSERVED RESULT
nothing happens

EXPECTED RESULT
the file is pasted to desktop

Can reproduce with default Klipper settings. I can see that the file is in Klipper's popup as the top item, but pasting it on the desktop doesn't work. The action fires, (and the context menu's Paste item is active), but nothing happens.

If I re-open Dolphin again, it still doesn't work.

Being in this state also triggers Bug 454379.
