STEPS TO REPRODUCE
1. open System Settings
2. enable 'Highlight changed settings' feature
3. go to Accessibility KCM - on my system the orange dot remains beside 'Keyboard filters' category when I go to the KCM for the first time
4. go to another KCM
5. go back to Accessibility KCM

OBSERVED RESULT
'Keyboard filters' category is briefly highlighted with the orange dot despite I did not change anything there.

EXPECTED RESULT
If nothing was changed in 'Keyboard filters' category, it should never be highlighted with the orange dot.
