SUMMARY
Same as title

STEPS TO REPRODUCE
1. Open Bluetooth applet with bluetooth disabled

OBSERVED RESULT
It doesn't show "Bluetooth is disabled" and shows paired devices

EXPECTED RESULT
It should show "Bluetooth is disabled" with a button to enable it below.
