Note the issue is about more than /tmp specifically - there are many places I can pick in the dialogue that are not exposed outside the snap.

Works for me on KDE neon on Ubuntu 22.04. I suggest you install a newer Plasma version which will come with a new xdg-desktop-portal-kde
