In report configuration, any Date range outside of "User configuration" should disable the From/To date input.

Not necessarily.  If the user selects a preset range from the list, and then adjusts one or both dates, the selection should just automatically change to "User configuration."  Sometimes that can be easier that entering both dates from scratch - such as if you only have to adjust one or two of the six date entry fields.
