This is a follow on from the discussion here: https://bugs.kde.org/show_bug.cgi?id=346979

I am using okular on a surface go with a surface pen (windows 10). I would like to be able to choose different input configurations for the mouse, finger and pen.

For example, I would like to scroll/ browse with my finger, but set highlight as the default tool for the pen. 
Currently I need to select browse to move the page, then select pen to highlight, then back to browse. I do appreciate the tool can be 'locked' but it would be ideal to not have to switch back and forth. 

So a perfect scenario would have finger always do browse, then selecting the different options on the annotate panel would adjust the pen functions only (so easily switch between colours, underline, etc). An extra benefit would be able to use the eraser if possible.
