SUMMARY
Kstars language is locked to French (default location is France)
Impossible to set Kstars language to US English

STEPS TO REPRODUCE
1. aide (help)
2. Changer la langue de l'application (Switch Apllication Language)
3. Choix langue principale : "US English"
4 Ok + Kstars restart

OBSERVED RESULT
No change

EXPECTED RESULT
default language switched to US English

Yes I think so. In any case, mutlaqja PPA is registrated as software source.
How could I check that ?

I confirm:
The update manager says that Kstars is installed via the mutlaqja PPA thid-party source

I can confirm the issue... still investigating why it won't switch.
