Thanks. This looks like a problem with the underlying Ubuntu system rather than KDE, or Neon. There are similar bugs on the Ubuntu bug tracker (e.g. https://bugs.launchpad.net/ubuntu/+source/ubuntu-release-upgrader/+bug/1960341), so I'm setting this to "Upstream" unless there's reason to think it's specific to KDE.
