SUMMARY
Favorites and Open user settings are top categories on Application Launcher menu. When reached with arrow up key cursor jumps to position where it was left with mouse.

STEPS TO REPRODUCE
1. Meta
2. Put cursor with mouse over Science & Math
3. Arrow key up to Favorites or username (Open user settings)

OBSERVED RESULT
Cursor jumps to Science & Math.

EXPECTED RESULT
To choose Favorites or Open user settings without problems.

This is already fixed in Plasma 5.25.5.
