When I select, e.g., an image in dolphin, the information panel shows only: file size, file type, creation/modification/access times. No metadata information such as image size or exif data is reported.

Do you have file indexing turned off in System Settings > Search > File Search?

I typically do not use it, but I've tried to enable it and it does not help. On my laptop (kubuntu devel) there is no need to enable baloo to get the metadata shown.

Is there any config file I could check ?  The sytem is a quite fresh installation of debian. Thank you.

Sounds like a setup or packaging issue. Is your Debian system missing the kfilemetadata framework, perhaps? Either way please reach out in a Debian-specific support forum.

I have packages libkf5filemetadata-bin, libkf5filemetadata-data, and libkf5filemetadata3 already installed.  If these are enough then I'm not sure it's a packaging problem. Do you suggest to open a debian bug anyway?

I'm not sure it would necessarily be a Debian bug, but it could be a Debian-specific misconfiguration, or even a local misconfiguration. Either way I would encourage you to seek help in a support forum as it's not clear that there is a KDE bug at play here.
