SUMMARY
Search field is not working properly in System Settings => Shortcuts.
No immediate keyboard input after cursor moving into search field.

STEPS TO REPRODUCE
0. Use keyboard only.
1. Press Meta to open main KDE menu.
2. Type "shortcuts" in search field.
3. Choose Shortcuts (Configure Keyboard Shortcuts).
4. Press Tab, press Tab, cursor is in search field but no input can be made with keyboard.

OBSERVED RESULT
Input can be made after left mouse click in search field. Ctrl+F do not work.

EXPECTED RESULT
Expect immediate input after moving cursor into search field.

Yes. 3 Tabs allow keyboard input but it is strange functionality.

More about Ctrl+F: When I hover with mouse over search filed after two Tabs I get hint "Ctrl+F", but Ctrl+F do not work.

What seems to happen is that the order of activated buttons is not logical. On the screenshot, I numbered them. It first goes to Export, then Imports, then Applications (without any highlight) and then to Add new and then to search.

To add complications, when you press an arrow down button, when the (invisible) focus is on Applications, the tab then goes to the individual shortcuts and only after cycling through all of them, it goe to Add new and Search.

What I think should happen instead:

1. Tab gets you to Search immediatelly. Then with Shift+tab you can go to Import and Export, or with tab to Add new and then Appplications
2. CTRL+F activating search would be a very nice touch
3. When higlight is on the Applications sidebar, it should be highlighted
(4. I would consider moving the "+ Add new" to the top bar next to Import and Export but not sure what the overal official design is.)

Oh, and this still hapens on Plasma 6.4 and on Wayland also.
