Can you confirm that if you install let's say Qt assistant in opensuse is https://software.opensuse.org/package/libqt5-qttools i think. You don't get the printer there either?

'libqt5-qttools' ist bereits installiert. Kein Aktualisierungskandidat für 'libqt5-qttools-5.15.5+kde1-1.1.x86_64'. Die neueste Version ist bereits installiert. Paketabhängigkeiten werden aufgelöst... Keine auszuführenden Aktionen. But I can print with libre office, gimp, foxitreader Best regards Günter
I think you didn't answer my question. If you start the "assistant" application and go to File->Print Do you see your printer?

Okular doesn't do any printer handling, if it doesn't appear in okular and doesn't appear in assistant either, it's clear the bug is in Qt. Please report the bug in https://bugreports.qt.io/
