SUMMARY
Since the upgrade to plasma 5.25.3, Ctrl-F7 or clicking on a item in the icons-only-taskbar uses a blurred background. The corresponding effect has a checkbox to disable the new function, but unchecking it doesn't seem to change anything.

The effect you're thinking of is Overview; Present Windows doesn't have this setting.

You have to click "OK" after unchecking the box for the setting to apply. Can you do that and check if the issue still persists?

The checkbox in the overview effect works for overview.
The present windows effect doesn't have an own checkbox and doesn't follow the checkbox you have in the settings for the overview effect.

The blur effect is used to improve contrast, and I don't think that we should add such options. The blur option in the overview effect was added for no good reason, we probably need to remove it for the consistency sake.

If there are valid usecases to let the user disable the blur effect that we are not aware of, we can revisit this bug report.

For me it's fine. When I reported the bug, I had issues with several changes in Kwin and tried to report them as bugs. Most of them are resolved by now and the blur itself is no real problem for me.
I only updated the bug, because the bot nagged me.

effects/overview: Drop "blur background" option

The blur effect is used to improve the contrast. The option was added
thinking "why not? it might be useful." This was perhaps a mistake and
it should have been added with a clear valid usecase in mind.

There are two reasons to disable the blur:

1. The wallpaper isn't really visible during normal usage for many people outside of the overview. If the wallpaper is by itself already low contrast enough, the user may prefer being able to see it. E.g. GNOME shows the Wallpaper way more unobstructed in its activities overview, by comparison.

2. The KDE blur in the overview is tinted with a theme color. This can greatly clash with the wallpaper. Perhaps there should be a consideration to disable that tinting altogether, even if the blur remains in place.
