STEPS TO REPRODUCE
0. Panel on the bottom
1. Open Okular
2. Maximize Okular
3. Select the "Browse" tool (Ctrl + 1), which looks like a hand
4. Move the cursor, which resembles a hand to an applet in the panel

OBSERVED RESULT
The cursor keeps being a hand but additionally changes to a closed, grabbing hand.
The cursor changes back to normal if hovered over the panel itself, where's no applet.

EXPECTED RESULT
Cursor changes back to a normal pointer.

Looks like it's unrelated to Okular.
