STEPS TO REPRODUCE
1.  I'm in the KMail component and select the "New Todo" button in the upper left corner
2.  Incidence Viewer pops-up

OBSERVED RESULT
The timezones are hidden, but if I click them open I see "Floating"

EXPECTED RESULT
BY default my real timezone should be used

Confirmed for 5.20.3.

In Kontact, new todos created with the drop-down button float regardless
of the chosen component.  New events are are in the local zone.
