SUMMARY
Changing priority does not work

STEPS TO REPRODUCE
1. Open System Monitor.

OBSERVED RESULT
It is not possible to change the priority. For programs, doing a right-click on the entry in the program list, "Change priority" is grayed out. And for processes, doing a right-click on the entry in the process list, "Change priority" isn't even visible.

EXPECTED RESULT
It is easy to change the process priority (nice value), and if possible also the IO priority.
