SUMMARY

When I am starting to edit a plasma panel suddenly the desktop is cleared and the "edit mode toolbar" drops down. In my opinion this bar is totally redundant in that case. I fail to see its relevancy and it distracts from the job.

STEPS TO REPRODUCE
1. right-click on empty space in plasma panel and choose "edit mode"

OBSERVED RESULT
When I go into "edit mode" with a plasma panel/element suddenly the desktop is cleared and the "edit mode toolbar" drops down. I can not at all follow the thought behind this behavior. I think this behavior is confusing and not relevant.

EXPECTED RESULT
When I go into "edit mode" with my plasma panel I go into "edit mode" with my plasma panel. And no more than that.

ADDITIONAL INFORMATION
Also when one is editing a plasma panel and the edit mode toolbar appears there are two "close" buttons. This is strange. This suddenly clearing the desktop is also annoying in my opinion.
Also when I start to edit a plasma panel in the top of my screen the two systems - plasma panel edit and edit mode toolbar - compete for space and visibility.

This is the intended design, and it was done to make sure that the global edit mode is always the global edit mode, and not a panel-specific UI that slightly differs from other edit modes. We wanted to make sure this mode was discoverable and consistent. So I don't expect this to change, sorry.
