SUMMARY
This issue effects where you have multiple people logged in to a computer that has two (or maybe more) displays and people decide not to log out at the end of the day and the computer shuts down with them still logged in.

STEPS TO REPRODUCE
1. Have the computer with multiple displays (have it extended, not cloned)
2. Have 2+ user accounts on the machine
3. Have one user log in; maybe run firefox but then *lock* the computer (not logout)
4. Have the other user use the "switch user" button to log in and then shut down the computer when done (so the first user still has a KDE session running)

OBSERVED RESULT
When that first user logs back in, they will notice that one of the screen is pure black. They can move the mouse cursor to that screen but right click does nothing. They can move a window to the second screen but it feels like Plasma is effectively dead on that screen.

EXPECTED RESULT
Plasma to still be running exactly the same way when the first user last logged in

SOFTWARE/OS VERSIONS
Linux/KDE Plasma: Kubuntu 22.04 (also observed in 21.04 and 21.10)
(available in About System)
KDE Plasma Version: 5.24.4
KDE Frameworks Version: 5.92.0
Qt Version: 5.15.3

ADDITIONAL INFORMATION
Rebooting again will NOT fix the issue.
Here is the work around:
1.) In the system settings, first disable the screen/monitor that is no longer working (hit apply, confirm the settings, etc.)
2.) Then re-enable the screen but you need to either clone the screen with the working screen or have most of that screen overlap with the working screen
3.) After this, the broken screen appears to be working, now you can pull that screen to the proper side-by-side view and now your second screen is working like normal again!

Symptoms seem to be the same as Bug 353975, but I'm not sure if the root cause is the same.

Nobody in that thread appears to be talking about an improper shutdown. But the effects appear to be the same.

An enormous amount of multimonitor fixes went into Plasma 5.27; any chance you could check to see if this is still an issue in Plasma 5.27.4 or newer? Thanks!
