What icon theme are you using? Can you attach a screenshot of your Icons page in System Settings?

See in these prints you can see that it correctly applies the accent color to the folder icons present in the home, but the program icon itself, the accent color is not applied. https://imgur.com/a/vdjgFZN I would like to send a backtrace of Dolphin but I don't know how to do it in Fedora Kinoite.
