SUMMARY
Having windows tiled doesn't make Plasma panels opaque if there are no apps maximized behind the tiled windows, even if Adaptive Opacity is enabled in in the panel's settings

STEPS TO REPRODUCE
1. Minimize all windows
2. Open some of those windows (not all of them) and tile them to take up all of the screen space

OBSERVED RESULT
The panel stays translucent even when the tiled windows take up the whole screen

EXPECTED RESULT
The panel turns opaque as if the tiled windows are one maximized window
