I too have run into this for quite a while now. I've seen this with the Fluent, Spite and Malice Aurorae themes as well as others on KDE Neon, Manjaro KDE and Arch Linux with KDE.

Operating System: Arch Linux (fully updated)
KDE Plasma Version: 5.25.4
KDE Frameworks Version: 5.97.0
Qt Version: 5.15.5
Kernel Version: 5.19.3-zen1-1-zen (64-bit)
Graphics Platform: Wayland (tested on both X11 and Wayland, occurs on both)
Processors: 16 × AMD Ryzen 7 3700X 8-Core Processor
Memory: 15.6 GiB of RAM
Graphics Processor: AMD Radeon RX 6600
Manufacturer: Gigabyte Technology Co., Ltd.
Product Name: X570 AORUS XTREME
System Version: -CF

NOTE: Also tested on two laptops, one with an AMD Ryzen 7 5400U, the other with an Intel i5 7th gen. Both have integrated graphics. Issue occurs on both as well.

The setBlurRegion API function is to be available only in Plasma 5.25.
You can use klassy (https://github.com/paulmcauley/klassy) ,it is blurred.
so it's not a bug actually

kde-yyds, are you saying that blurring support in Aurorae was intentionally deprecated? If so, shouldn't Klassy (if that is the replacement) be fully released as stable before the feature is removed?

In plasma 5.25, without setBlurRegion API , title bars will not be blurred
