Did you click OK in that dialog and then Apply on the Fonts page?

Yes. I also rebooted the system and the font is still condensed.

Thanks. Does the font just reset on boot/login, or is it always wrong even immediately after you attempt to apply a new one using the Font dialog?

It has always been condensed. The font is never reset on login but is shown condensed immediately.

But I played around with the setting again and it seems the problem to be an issue with selecting Noto Sans. Even though I selected Noto Sans Regular in the font dialog, the system is instead using Noto Sans Display Regular, which is narrower than the non-display version. Neither my local nor global font.conf mentions Noto Sans. Any ideas why?

Sorry for the multi-year silence. Answering your question, that would point to an issue with the Fontconfig setup on your system. If you haven't changed it at all, I'd recommend asking your distro about it.
