STEPS TO REPRODUCE
1.  Gmic simple doesn't work
2. Gmic should be with krita, that is why you delete gmic plugin in settings. But  krita say "The GMic plugin is not installed or could not be loaded."

Use the appimage instead. This is a distribution problem.

Can you give more detail on what I should do to fix it?
Because this manual:
https://docs.krita.org/en/reference_manual/preferences/g_mic_settings.html
It completely doesn't help.
Because new Krita doesn't have:
Go to Settings ‣ Configure Krita… ‣ G’Mic plugin and set G’MIC to the filepath there.

You should 

* not use the distribution package, but use the official appimage from krita.org/download
* file a bug in Ubuntu's bug tracker

Note that for user support it's much better to go to krita-artists.org instead of asking for help in a bug tracker, which is meant for reports about issues in krita's code. Then more people than just the developers will see your question and be able to answer it.
