SUMMARY

Sounds like bug 449630, but I've had this issue prior to reported version 5.23 and still have in 5.25 which is after the closed/fixed version and happens on every restart/reboot, not randomly. Am able to avoid the bug by simply logging off first, going back to the logon screen and then selecting restart.

STEPS TO REPRODUCE
1. Click KDE menu button in bottom left of screen
2. click restart
3. click restart

OBSERVED RESULT
System starts to shutdown, but pauses for 1 minute and 30 seconds on line:
A stop job is running for Simple Desktop Display Manager (xmin xs / 1min 30s)

EXPECTED RESULT
restart without 1 minute 30 second delay

SOFTWARE/OS VERSIONS
Windows:
macOS:
Linux/KDE Plasma: Arch - kernal 5.18.12-arch1-1 (64-bit)
KDE Plasma Version: 5.25.3
KDE Frameworks Version: 5.96.0

ADDITIONAL INFORMATION
I've attached an image of the shutdown hang, full listing of all installed packages and an image of my desktop so you can see what widgets are active (harddisk activity / memory usage / individual core usage / network speed).

Upstream issue, fixed already. See https://github.com/sddm/sddm/issues/1476. The fix should be released in the SDDM 0.20 release, as I understand it.
