That's literally one issue with literally one log line who occured once in my situation
If by proceeding you mean reproducing, all I've done to get that is booting to X11 GDM, selecting Plasma Wayland, fill my credentials and log on. What I've ended up with I described it, what I've should ended with too

These are three issues.
If you want, we can focus on "No taskbar" in this bug report, and ignore the other two. Some questions:
1. Is your wallpaper also missing or incorrect? or is it just the panel that's missing?
2. Is the base system a laptop or a desktop?
3. How many screens are you using? If any of them are external, how are they connected?
4. Are you using X11 or Wayland?
5. What Plasma version are you using?

Sometimes the wallpaper is the old one or even have graphic glitches, and sometimes it's totally fine
It's a desktop workstation
I use two screen, a 4K@60Hz in HDMI and a 1080p@144Hz in DP.
I'm using most of the time WayLand but I switch to X11 when it doesn't work.
I'm using plasme stable latest
