STEPS TO REPRODUCE
1. Open overview
2. Touch an open window with touch 

OBSERVED RESULT
The windows is highlighted with a touch screen, but not highlighted. It can be moved, closed, etc, but not activated. It works as expected with a mouse.

EXPECTED RESULT
Window is activated

Fixed in Plasma 5.25.3.
