Go to digiKam Setup under View-> Mime Types and add "qoi" as Image Mime Type. digiKam will rescan the collection and will display the files. Since the Image Magick Loader lists the file type, a thumbnail and display of such images should work.

Tested with the developer's sample QOI files, digiKam works fine on Windows with the image type.
