Screenshot. Red arrow just indicates that the cursor was moved from top to bottom.

STEPS TO REPRODUCE
1.  Right click on a titlebar
2.  Move the cursor over the items of the context menu

OBSERVED RESULT
A hovered item shows highlighting. Normally it vanishes once the cursor leaves the item, but it instead it stays.

EXPECTED RESULT
Highlight only the current hovered item.

I cannot reproduce. Can you confirm if you have any scaling?

I use a mixed scaling: 1x and 2x. The issue happens for windows on both screens for me.

Changed both screens temporarily to scale with a factor of 1, but the issue remained.

If I set menus to be completely opaque in application style -> breeze -> transparency, this doesn't happen anymore

Can confirm, but actually it still happens: If you look very closely, the more opaque you set, the less it becomes visible, until it practically disappears at full opacity.
