SUMMARY

When using a high refresh rate monitor (144hz in my case), the new present windows effect seems to be locked at a lower fps causing the effect to appear choppy and out of place

STEPS TO REPRODUCE
1. use plasma on a high refresh rate monitor
2. ensure system settings are set to use a high refresh rate
3. activate the present windows effect

OBSERVED RESULT
Effect is choppy and sticks out compared to other effects which respect the high refresh rate

EXPECTED RESULT
Effect is smooth and runs at the high refresh rate like other kwin effects

The refresh rate doesn't seem to be the issue, this is noticable on 60hz too. Anyways, this is an exact duplicate of bug 45585, closing this one.
