SUMMARY
Cannot upload files from any chromium based browser (chrome, brave, etc) that contain Greek letters. I have tried Gmail, google drive, OneDrive and the web version of Outlook and all uploads are failing. It does not matter if I drag and drop the files or use the file upload dialog. I can upload the same files with Firefox as I can also upload the same files from chromium based browsers from my Windows and GNOME machines.


STEPS TO REPRODUCE
1. Visit from a chromium based browser on a service that allows file upload (i.e. Google Drive)
2. Select to upload a file that contains Greek letters, either by drag and drop or by the file upload dialog
3. Try to upload the file

OBSERVED RESULT
The file fails to be uploaded with the following errors depending on the service:
Gmail: The file is 0 bytes, so it will not be attached.
Google Drive: File unreadable.
OneDrive: File name not provided in url.
Outlook: The following files weren't attached because there're empty: .

ADDITIONAL INFORMATION
Also in the same context, when I download a file from chromium based browsers  which have Greek letters in its file name, the file is always being saved with the name "download" without any extension. Again Firefox downloads the file with the correct name and extension and chromium browsers on Windows and GNOME download the files with the correct name and extension as well.
