Window management broken for activities

SUMMARY
Window management is broken, sending window to another activity still shows the window, which is not interactive.

STEPS TO REPRODUCE
1. Please check attached video for window management issue.

OBSERVED RESULT
Window appears to be visible, on top but can not be interacted with.

EXPECTED RESULT
Window is moved to desired activity and is not shown anymore.
