The effect is invoked by hothey (Ctlr+Alt+D). It looks like the opening animation is rendered twice: first only partially and then it starts over and shows the full animation.

I think it is not the same because in my case in version 5.24 the effect was smooth and now with 5.25 flickers

It is the same, because the bug I've linked is about 5.25 beta, so don't get confused about the 2.24.90 version string.
