SUMMARY

When I try to change the screen brightness with the slider on the power applet, or the configured hotkeys, the brightness changes in leaps and bounds and never goes to 100%


STEPS TO REPRODUCE
1. Upgrade to Plasma 5.25 on a laptop that supports changing the screen brightness
2.  try changing the screen brightness
3.  observe that changing screen brightness with the xbacklight tool works the way it should

OBSERVED RESULT
see above

EXPECTED RESULT
before plasma 5.25 this worked normally so that is what i'd expect
