STEPS TO REPRODUCE
1. open Touch Screen KCM
2. assign an action to left edge
3. assign a different action to top edge
4. apply the changes
5. open the menu used to set the left edge
6. while the menu to set the left screen edge is open, click on the button to set the top edge - the menu to set the left edge closes
7. click on the button to set the top edge again

OBSERVED RESULT
the menu to set the top edge opens with the option assigned to left edge selected. Please watch the screen recording.

Thank you for the bug report, and I'm sorry we weren't able to look into it yet. A lot has changed since it was reported; can I ask you to see if this is still an issue with Plasma 6.4 or later — or even better, current git master? Thanks a lot!

I'm able to confirm this with today's git-master
It looks like this may be intentional behavior in that if you click anywhere outside of the open menu, it will close the menu.
I understand you expect that clicking a second screen edge menu toggle would open the menu. I'll let the developers weigh in on this.
