Image with the option which is not working as intended.

SUMMARY
The Plasma Renderer's software render (Rendering Backend) is not affecting the desktop and it's widgets as it should, it was supposed to fallback to software render (Qt Quick Backend) as well by default if OpenGL 2.0 is not available, which is not happening.


STEPS TO REPRODUCE
1. Open Plasma Renderer at Start Menu.
2. Choose the option, Rendering Backend from Automatic to Software.
3. Log Out or Restart to apply.

OBSERVED RESULT
The Software Rendering Backend (Qt Quick Backend as Software) as a fallback to the desktop and it's widgets is not being activated.

EXPECTED RESULT
Example, the text of the icons in the desktop should have an transparent rectangle background (which was introduced a few releases before) instead of a shadow around the text/name of the icons, this is a indicative that it is not working as intended.

Linux/KDE Plasma: 5.13.0-48-generic

Can no longer confirm, so this appears to have been fixed recently.
