tell me click 'install missing packages' button but, no button in UI area.

prompt me click button to install missing package of language.
but button is missing. when you only have one language.

when i click add new language (english US)
and drag my language to second position.
then the button(install missing packages) finally appear.

STEPS TO REPRODUCE
background: have only one lanuage.
1. open system settings
2. open area settings

OBSERVED RESULT
no button on the language item.

EXPECTED RESULT
a button on the language item, to install missing packages.
