Forgot to mention, that only way to restore normal panel placement is to restart plasma (I do this with "killall plasmashell && kstart plasmashell"). The output I got from this attached.

did the issue start with 5.24.5? 5.24.x or other versions was fine?
Also in the missing background, can you right click and open the context menu?

After small test found out, that this issue is entirely actual for 5.24.5
But after switching to plasma-testing (witch is currently version 5.24.90 in arch linux repos) issue seem to be only partly reproducible:
When I resume my session, this happens:
1. Wallpaper and panel on ALL monitors disappears, only black screen on every monitor, and unable to open the context menu.
2. After notable delay (like 15-20 seconds) panels appear at right positions, and after two or less seconds wallpapers shown.

After system restart issue seems to completely gone with latest plasma testing version on Arch Linux repos: 5.24.90

After another few timeouts again got error like in this message :
> When I resume my session, this happens:
> 1. Wallpaper and panel on ALL monitors disappears, only black screen on
> every monitor, and unable to open the context menu.
> 2. After notable delay (like 15-20 seconds) panels appear at right
> positions, and after two or less seconds wallpapers shown.
Can't find consistency =(

It's Bug 353975 which we're hoping is mostly or entirely fixed in Plasma 5.25.
