SUMMARY
User image in the top-left corner does not get updated after being changed in System Settings.
15-minutes bug?

STEPS TO REPRODUCE
1. open Kicker
2. click on the user image to change it
3. select a new user image and confirm

OBSERVED RESULT
User image is not updated in Kicker until after restarting PlasmaShell.

EXPECTED RESULT
User image should be updated instantly after it was changed.
